Hi i am 19 years old and I have a small skin tag on the head of my *****. How much does that cost to remove it? Do they have a skin tag removal kit you can buy? Also I have these tiny white bumps around the head of my ***** on one side. What are these?

Leave the skin tag alone or go to the doctor. Don’t try to remove this yourself.
As for the bumps, you probably have Fordyce spots. This condition is completely normal and a lot of us have it. It doesn’t hurt you or cause you problems in any way. Check out this link and I think it’ll make you more comfortable with this.
Another possibility is pearly penile papules. This is also common and normal and won’t cause you any problems. Here’s a link that should help:
